The idea that you're referring to originated a procedure performed by doctors referred to as a D&X, which is used in late-term abortions in which the fetus (baby) is partially delivered, then the fetal skull is crushed to complete the extraction. The procedure is CPT Code 59841, more commonly known as Dilation and Extraction of the Fetus.
