Maybe in a year the ratings will upgrade, the balance sheet will be stronger, and the preferred will still be paying. But by then I figure they're more likely to be $25 than $23, and that's the risk.

Yup.
The way preferreds are climbing at the moment, it might be at $26 or higher, if it becomes a more reasonable risk
