The President is the Commander in Chief with just about unlimited Powers in times of War. Think back to Bush 2 and how he invaded Iraq under false pretences without the approval of Congress. Plus, the Conservative Supreme Court will back Trump at every turn in that regard.

American generals will never fire on crowds of Americans like MAGA dreams of. He'd need to import Russian generals and kill a lot of American soldiers to make the American military into the kind of army Russia, China and NK has.
