Again, Jim, I am no expert but ... at times 28.8 seems like lightening, and at other times like molasses in January. I suspect it has to do with your ISP's equipment ... routers and switches and all of those complicated things my little brain can't comprehend. Millions and billions of microswitches responding in nanoseconds just so I can babble in cyberspace. On a more serious note, if its the shorts, I think the part hasn't begun.
