This is my understanding:
Technically SS was underfunded by roughly $150 billion. No nearly 25% as you say

In 2023, the Social Security Administration (SSA) received $1,233 Trillion in payroll taxes from an estimated 183 million workers:

Employee contribution: 6.2% of earnings up to a maximum of $168,600 in 2024
Employer contribution: Matches the employee's contribution
Self-employed worker contribution: 12.4%

  • Total benefit payments: $1,379 Trillion, excluding payments to the Railroad Retirement Board

    Number of people receiving monthly benefits: 67.1 million

  • Income from benefit taxation: $51 billion

  • Percentage of federal budget spent on Social Security: 21%

  • Average monthly retirement benefit: $1,833
