Scott: I must correct something in your post. There are 23 (not 26) sponsors to bill #947. 26 is the number of votes Beasley CLAIMS to have.

Also, I must disagree with the following comment by JTO:

"...part of parliamentary procedure requires that if you wish to propose changes or modifications to the bill, you must be on it as a sponsor so frequently the big bills are sponsored by those that oppose the bill.

With all due respect to JTO, this is nonsense. If this were the case, every bill, especially the big ones, would be sponsored by ALL 46 senators, otherwise some members would be effectively locked out of the legislative process on any bill they did not sponsor. Does he really think Senator Land (who proposes filibuster) would cut himself off from the ability to offer amendments to dilute bill 947?

I wish I could offer a passage from Jefferson's Manual of Parliamentary Practice (which is used by the SC Senate, BTW) but I can't right now. All I can say is that it has been my experience that amendments to bills are offered all the time, while in committee and during full floor debate. Maybe I will do the research to provide chapter and verse support for my contention, but I am very confident that JTO is absolutely wrong on this point.
