I don't find any evidence he said that. Copilot says this:

It seems to me Copilot inferred that ending the conflict "in 24 hours" meant "within 24 hours of winning the election, before he had any true authority to do so." I would guess human interpreters did the same.

It is possible he will, but it certainly would not be a failure if he didn't end it before becoming president.
