These are kids who are smart and do well in school. I know because I taught them and worked as a high school math teacher in the worst ghetto in the United States in the mid 1980s.

This program has been in effect since 2017-2018 and has been a rousing success.

I also volunteered to privately tutor these kids for free in libraries throughout NYC so I do know what I am talking about.

Furthermore, every child is given a reading and math competency test in the community colleges in NYC before they are allowed to take college courses for credit. If they do not pass these competency tests, they have to take remedial classes. Free college tuition law does not apply to remedial classes.
