Turns out the Chinese did this last year too, Tom's has an article on the current events with this link below to the prior example which cut both comms cables and a gas pipepline. They did it by dragging their anchor while crossing the area, so plausible deniability. But unfortunately their anchor fell off and was found near the cut lines.
