Ever been to Anacortes?

I've kept a boat in the La Conner marina for over forty years and I sail right by Anacortes every time I go to my house on Reid Harbor on Stuart Island in the San Juan Islands.

I know very well all the marinas in Anacortes, been to all of them over the years.

Which one does your brother keep his boat at?

My house (remote monitored by me in real time) recorded a steady winds out of the SE at 52 knots, and a peak gust of 62 knots.

That's not "moderate".

Your brother and I in Vancouver got lucky, but over 320k in BC lost power at some point, and some will not get it back for days. This type of storm was extremely rare on the BC coast until recently, but now has become much more common, as are droughts, wildfires, and extreme rainfall events. Weather indeed occurs continuously, but the extreme weather events driven by climate change are a new and increasing phenomenon. Just ask the insurance companies!
