Bill,
Although I do think she is well qualified since she ran the SBA for four years and has experience dealing with complex institutional change and state programs.
I don't know what she did at the SBA. Did she actually institute any "institutional changes"? Wikipedia seems to suggest that all she did was some minor reorg, then some small business advocacy work.
