I don't think they are factoring in "reuse" at all.

The failure rate of Tesla's battery packs since 2017 are very, very low. A fraction of a percent.

The seven plus year old pack in my Model S still retains over 95% of it's original capacity.

Tesla's battery packs should easily last over twenty years, and well over 200,000 miles down to roughly 80% capacity from day one.
