Not if the playing field isn't level.
How do you "level the playing field"?

If foreign countries have lower minimum wages, does that "unfairly" tilt the playing field?

If foreign countries have access to cheaper raw materials, does that "unfairly" tilt the playing field?

If foreign countries subsidize their manufacturing, does that "unfairly" tilt the playing field?
Not at the cost of de-industrialization and NOT if free trade will destroy new industries that need to mature before competing with globally established companies.
Which new industries are at risk of getting destroyed without the protection of tariffs?

EVs?

AI?

Tariffs are often used to protect MATURE industries like agriculture, textiles, even the auto industry.

And even then, the result is higher costs for consumers and less competitiveness for domestic producers who don't have any more incentives to compete in a global market.
