Augustus, They are if they think they have Russian backing. The fall of Assad in Syria can't be reassuring to them. In any case, nukes have always been a defensive measure. Other than Hiroshima and Nagasaki, nukes have NEVER been used on the offense. Instead, they've always been used as a deterrent against invasion. Part of the reason why PooTin should not be allowed to take over Ukraine using nuclear blackmail is because of that. If he can simply walk into a sovereign nation, take it over by force, then threaten anyone who objects with WWIII, then there simply is no stopping him. You can bet your ass that Iran and North Korea are watching just how successful PooTin's nuclear blackmail ends up being.
