That is not true - whether the Koreans are going to stop or not totally depends on whether they can get money from Congress. If they do, watch out!!!

Best example is the Samsung fab in Austin that Intel had 100M equity in - building built, whether it will get equipped or not depends on whether Samsung can find the capital from Congress.
