Not your short but the delivery of the message by Musk .. this was My initial thought I posted

Then I thought maybe I'm overthinking.. congress always seems to have trouble passing a bill without it starting to look like an omnibus bill.. opposite of our parliament with a majority.. This might be a ploy to stop that habit if they really want to reduce spending..
Just thinking out loud.
