Yes. But if it isn't an index fund, it doesn't necessarily have to be a managed fund either. I feel one should supplement indexing strategies with mechanical strategies such as the Dogs of the Dow. The Dow10 returned 4.2% in 1994 and the Dow5 did even better, with 8.2%.

Also worth considering are funds based on "enhanced index" strategies such as the O'Shaughnessy Cornerstone Value fund (OSCVX), which returned 4.8% in the rather difficult market conditions that prevailed in 1994.

OSCVX is new (started in late 1996). I believe Brinker requires actual 3-year performance numbers before he recommends any fund. However, the O'Shaughnessy Cornerstone funds are based on strategies that have produced fine returns over time, and therefore might be worth considering.
