Jim -- ". . . do the same rules apply to him?" Yes, if he gives any indication he might want to sell a portion or all of his current ARM holdings. Touting a stock in order to raise its market value is prohibited under New York State's Martin Act, passed to curtail that kind of behavior during the Tamany Hall era.
