Sure, if that is your rule -- go for the simplest. The simplest thing would be to cancel Medicaid and shut down the United States military. But often the simple things are simple because they don't address the complicating factors. I would also point out that after RvW was overturned, it is reasonable to take some years, e.g., Texas, arguably the most absurd outcome, may require the voting out of some trouble makers which could take a number of voting cycles. At the same time, figuring out what the public wants takes a while, as well.
