Some Baby Bells are further than others......some cable companies are further than others.....The level of competition within your market amongst the service providers(cable and phone) will effect the rollout of such services. This can also be seen in cellular / digital phones.... This x-mas, ADSL-Lite or 'Megamodem" will be rolled out by USRX and others.....TI will be doing some serious biz from this too......DSP companies will make some change, modem companies, infrastructure companies (providing line cards to the RBOCs), etc.....
