We have state-by-state now, which the individual states have determined to be liberty wrt abortion. Not sure what you're seeking. What kind of liberty? Yes, states can and must constrain liberty. When a state refuses to allow speeding or open-carrying of a weapon, that is a restraint of liberty. Yet, you want liberty. Seems like having your cake and eating it, too, no?
