Point well taken, I have no way of knowing if he has a drug problem and should not have taken that cheap shot. Not that I believe news reports particularly but I'll accept the reporting you reference as accurate. The point remains that presuming to know what someone thinks from a distance is problematic. I've never met the guy, don't have a clue as to what he thinks, know he was tentatively offered some sort of pause and exchange for Christmas and refused. Know that other prisoner exchanges have happened, along with some sort of military pause to facilitate the hand off. Wonder why this particular initiative was repulsed. Think maybe it was an "optics" move which would fit with other things I've observed him doing. But who knows.
