It's somewhat complicated it appears....had to look it up. It was recognized pre-WWII that expansion was required and USA started construction of the new locks, which was interrupted by US entry into WWII in 1942. Panama funded the final upgrades which includes the larger locks and deepened channels to support more/larger shipping,. None of the upgrades are stand-alone features. The issue is China's increasing presence (BRI)....they now operate the ports on both sides and own much of the commercial infrastructure....... and may hold the loans for the upgrades?

Only a bird'e eye view could tell you that. The ship was big and the canal was narrow. Sometimes it looked like there was only 5 feet between the ship and the land.
