Afaik, some 6 out of the top 10 engineering schools are in China ( I think it comes from an article by David Goldman). If so, it’s unlikely that they could “misappropriate” any massive amounts of things they don’t already know.

As a general principle, when it comes to “brain drain”, the receiving side is always better off than the losing side. Considering the quality of the migrants we’ve been getting lately, getting more of the world’s best young talent would be nice.

As far as vetting them… I don’t think this should be the responsibility of the schools.
