What it means is there is some secret hidden layer of government that pulls and manipulates all the strings when it needs to. It operates in secret and can supersede any authority on earth. It presumably operates in our best interest but can swat us like a fly. I hope it has an agenda based on the original Constitution. It doesn't run interference all the time, only when it absolutely has to. I could maybe accept this if I knew why the two towers had to be imploded.
