Would such weapons require "high energy" (and what is meant by "high energy"?)

I'm sure if someone put a microwave emitter (scrounged from a microwave oven) behind your headboard, you will not be very healthy! In other words, it doesn't take much power...

I didn`t hear Herridge or "Alice" say Cuba was behind it.

"Alice" said she believes Russian inteligence was behind these injuries.
