No wonder Russia doesn't want Iraq bombed, they can't afford the higher oil prices:

Heat Cut to Thousands in E. Russia

MOSCOW (AP) - More than 30,000 people have been left without heat in subfreezing temperatures in Russia's Far East because local authorities are running out of heating fuel and don't have the money to purchase more.

Heat was cut off in 90 apartment buildings in the city of Nakhodka on Russia's eastern coast after the supply of heating oil ran out, the ITAR-Tass news agency reported.

Officials declared a state of emergency in Nakhodka, located near Vladivostok, and appealed to regional and federal leaders for help. There was no immediate word, however, on when the heat might be turned back on.

The city has run up a heating oil bill of $15 million, and has no money to buy more, the report said.

I agree...from here it is up with oil prices one way or another.
