I was addressing the FEMA rumor, not water heaters.

But this upgrade affects <40% of gas water heaters, doesn't take effect until 2029, and has been in the works for a long time.

Plumbers generallty aren't fond of tankless heaters, and tend to charge more.

Anyway, the poor you seem to be concerned about have at least 4 years to get a tankless, and most of them are not moving into brand new apartments. Surely good ole American ingenuity, or some country not too much affected by tariffs, will figure out a way to sell a cheaper and more efficient tankless water heater.
