You need to study FAA regs. I have been a pilot since 1973 and an FAA Certified Flight Instructor since 1987. States and localities cannot regulate air vehicle operations. Only the FAA can.

Locogringo, It's a shame that somebody, ANYBODY was NOT in charge did not ban drones since these planes were needed to fly and help fight fires at low altitudes. Maybe those drones were being used by firefighters to see what's going on.
