In the 1994 America, Russia, and Britain committed to respecting the independence and sovereignty of Ukraine by signing the Budapest Memorandum. That treaty persuaded the Ukrainian government to give up their large nuclear arsenal.

The US explicitly violated this treaty in 2013 when they put sanctions on Belarus and Ukraine.
