The USA gets it at a discount to the market. US companies, such as Exxon Mobile (Kearl Oil Sands), ConocoPhillips etc., extract it and pipeline it to their refineries. They pay nominal fed tax and provincial royalties for the “free” oil. Nobody has ever thought this is a “subsidy”. Canadian oil companies pay them too. If Drumpf feels this is a bad deal, we can take away their operating licences and expropriate their operations.
