Yes, NATO has rules, and they get to decide how to follow those rules, and as organization, Not fucking Trump by decree! There are 32 nations, and if they are OK with how things are going e.g. amounts etc,, then the don can voice his opinion, but he damn sure doesn't get to call the shots!! That is what cooperation of nations is about. That is how you get peace. Not Trump bloviating!
