Well maybe I misunderstood him when he said:
"Many countries in NATO like Germany, France, the UK, the Nordic alliance, etc, have intelligence as good as ours!"
and

"we need their cooperation, intelligence and science."

So why would we need their cooperation if he meant we couldn't rely on them?
