As usual, you try to oversimplify complex issues to make them what they aren't. First, there isn't any evidence it occurred, least not in the public arena. However, there are no records of it as the money allegedly was paid by Qatar under an agreement to where $30m/month would be paid for humanitarian purposes, not warfare in an effort to provide support in a strategy that probably made sense in complexity of the politics of the region.

It is okay to pay off individuals when necessary during the fight. And it is NOT "funding" the opponent.
