I have a cousin in the Bay area with a succulent only vegetation and its strikingly beautiful. Her agave plants are huge.

There likely is some credence to the role of the Eucalyptus; there is a combustible quality to the videos I have seen. Perhaps they could be regarded as accelerants although I am no expert.
