Because Executive Order 14087 was a cheap, meaningless political stunt. Do you not understand that? To be fair some of Trump's E.O.s will end up the same way but am unclear what you are focusing on with 14087 which asked for a report to test models? To that end, why has no one else yet posted the HHS report or the models tested as requested by E.O. 14087? And koan is a known moron. The POTUS, in practice and effect is the executive branch. Nothing precludes him from saying, hey, HHS, why don't you make a report for me on how we can lower prescription drug prices for medicare and medicaid, and also look into expanding access for certain testing and treatments? The president doesn't need an executive order to do that. But if you want to get really cynical you could look at when that E.O. was issued... it was just ahead of the 2022 midterms. QED.
