The only reason for the EO was to influence the midterms. The entire value of the EO was its name: Lowering Prescription Drug Costs for Americans. Of course everybody knows there was nothing in the order which lowered costs, as it was a directive to research various pricing models. Such a directive did not require an EO, but the Biden team issued one anyway so they could promote the name of it (Lowering Prescription Drug Costs for Americans) for the midterms.
