A company called Metricom has a product called Ricochet does exactly this.

A Ricochet modem attches to the back of your notebook computer and has a small antenna. It is connected as if it is a standard modem.

IF ( a big IF) you are in an area serviced by Metricom, you dial into Metricom's network and they are essentially your ISP.

The IF means they (Metricom) have to have their receivers in place (usually mounted on electric power poles) within a few miles of your locale.

They cover the San Francisco Bay area and Seattle areas pretty well.

Paul Allen - of Microsoft Fame - has bought a huge stake in this company.
