I don't like the government incentivizing either but preventing most of the crown jewels possessed by China is worth that downside to me.
It's generally agreed that, should Taiwan ever be at risk of falling to China, we would bomb TSMC to the ground.

Because that is seen as a better outcome than China taking control over the fabs.
