I don't know where Trump came up with that one. The only water source of any consequence from the PNW (Oregon) flowing into northern CA is the Klamath River. That water has always just been used locally and since CA is in the process of tearing down all the dams on the river, even less will be available for irrigation and other uses. There's no easy solution to SoCal's water shortages. They live and die by alternating wet years and dry years. Always have. The Colorado River is tapped out, likewise groundwater sources. More water could be available from the Sierra Nevada, but good luck getting building permits for more dams and storage. Desalinization is possible but again, good luck getting permits past the greenies. Choices need to be made in CA, but turning on non existent taps from the PNW as a quickie solution just isn't happening. Piping water down from the Colombia River has been discussed in the past and if that's what Trump's talking about, he should say so. That's doable, it's been discussed in the past, but again, good luck getting that past the political headwinds..
