I doubt it, because you can already do it with a Roth IRA.

ALSO, Capital Gains are not the same as Income.

So I don't see Capital Gains going away maybe a lower rate.

Incomes are taxed multiple ways, i.e. Income taxes, FICA taxes, Workers Compensation, State and Local, etc.

Capital Gains are a single point in time tax on single transaction and can be deferred through like kind exchanges.

Income taxes have few ways to be deferred (IRA,401K), or avoided.

So the government just grabs the revenue from you where as with capital gains they have to wait until you conduct a transaction requiring payment.

Income taxes are a socialist payment scheme

What most people forget or are never taught is from 1791 until 1913 the US Federal Government was funded by tariffs.

Why is Tax day April the 15th? It is the furthest day on the calendar you can get from election day.

Make Tax day the same as election day and you will have a revolution.

The problem is the Federal Government has become to addicted to Income Taxes and therefore to large.

Tariffs force the Federal Government to be small and efficient because revenue can be somewhat unpredictable.

The Founding Fathers where brilliant in how they thought through the funding of the Federal Government complex.

For example the Constitution says we will MAINTAIN a Navy and RAISE Armies.

They knew that a Navy was both offensive and Defensive at the same time and a better use of defense spending.

Whereas STANDING ARMIES are expensive and threats to liberty at all times.

America 2.0 is going back to America withdrawing from being the world's policeman which reduces the needs for massive amounts of revenue to field massive armies.

I'm not saying we don't need an Army.

What I'm saying is we need to become Fortress America (i.e. Iron Dome, Drones, and Cyber) and stop sending our treasure to bleed on the soil of those who want defend themselves just to make the Military Industrial complex rich.
