All they got to do is go to where the check goes to. Or do a prize sting, mail a notice the to said illegal telling them they have won a flat screen TV and arrest them when they show up to collect the prize. Which would be much more effective. That way you don't have to go looking for them they come to you. Or the room and board thing is all BS and no such information exists.
