Some of the illegals are not taking financial aid from the government. They are staying with friends and family who have some money and can accommodate them. As for others: There is an underground network that supports illegals, provides them with food, shelter (and a little bit of money) throughout the country. They move around a lot like fugitives. There is also an underground network for battered women so their abusive husbands/boyfriends will never find them. ICE is going after illegals that are not on the government payroll.
