I think the hazards of sat launches are well known. The Japanese also lost a $500 million sat in 1997(ADEOS) due to a problem with the solar panels. It is certainly not a risk-free business. As far as it relates to Loral, it is probably a plus in that it slows down the competition, but also a negative since many fifth generation sat technologies were going to be tested on this mission, and now that will have to wait.
