Electronic Shelf Labels were big in the 1990's. They are just now being deployed on-mass in grocery.

The case there was ESL battery life and non standard wireless transmission protocols. That likely is less of the case with RFID tagging which saw it's first non niche use a decade earlier.

Tagging products was introduced in the early 2000's so your take that it's now pending (on-mass next decade) seems most reasonable.
