There is waste in government - much can be controlled by some smart audits - look at contracting out and overpriced services or items. You think there are too many people in a system - forget laying them off - just stop hiring - if services or work starts to decline you have a damn good idea as to how many folks you need. The idiotic loans to Elmo are a fair example of government waste. I suspect building tanks is an expensive waste of time - considering the cost of a few drones that can lay waste to the things.
