They have concepts of plans.

Some minor details to be worked out, but nothing major.

Like legality or constitutionality. Some practical implementation issues, too. Maybe knowing what people actually do and what terms mean might have been useful. Might not, though.

It could not have been. The reason this has not been accomplished in the past is because Democrats -- as they are now -- have stood in the way of anything resembling a fiscally responsible act. It was clear from the outset there could never have been a consensus on it. Had Dems been willing to support deep cuts, life would have been far easier.

Clearly, this is the reason it was planned as it was: They knew there could never be any cooperation. First because of free-floating hatred against Trump, which simply cannot be overcome -- we have known that for years. But also because Democrats simply don't want smaller government; they want expansive government in every direction.

Think for a moment about the idea of eliminating/vastly downsizing ED; could never happen. Even the no-brainers like this USAID nonsense or laying off ANY workers, could just not have happened. And there was never going to be any congressional support at all. So, what is left?

You go in with legal means and do what has to be done. They didn't get our consensus to for creating this monstrosity so it is understandable that getting rid of it might require an element of force.

Support for Trump's actions is 50/50 while the sausage is being made, extremely visibly. That is as well as can be expected. We'll see where we are in a month or two. There will be a referendum on these actions four years from now, and if the public wants it back like it was, dems can start rebuilding it.

It is fits and starts, but that was the only option and the play clock has run out at this point.
