I don't think he is that motivated. Look at his actions. He's clearly resting on his laurels with regard to Tesla and SpaceX and is now focused on dismantling the federal government. There is no dismantling. There is getting rid of the trash accumulated over a period of 30-40 years. And after it piles up for years, it becomes a problem to even sort it out. He took on that role because he knew he would be good at it and has a proven history of cutting deep when necessary.
