WTC, Looking at the Round 9 results, I have made the following observations:

1) Number of Block A licenses with zero bid = 218 (44%)
2) Number of Block B licenses with zero bid = 20 (4%)
3) Number of Block B bids ranging $2500-5000 = 121 (25%)

Although still too early to conclude anything, would it be possible for a bidder to place really low bids for any of these "unwanted" licenses (ie, bids far below the FCC's proposed minimum) and perhaps get away with it? I don't think the FCC will allow a bidder to walk away with any one of these licenses for $1.00 as it did in the WCS auction, but maybe a reasonable lowball offer would be better than nothing. Is it up to the FCC to accept or reject any offer below the minimum?
