1. Tulsi doesn't like jihadists
2. had to thread the needle of supporting Israel enough to get confirmed
3. but, the biggest motivation - she does not like foreign adventures, regime change operations that bring nothing to the US, that don't serve American people.

So, I think it is only a question of time for her to come to her core principles. Example: Tulsi was against Trump killing Soleimani, even though Israel was thrilled about it.
